Thủ tướng Phạm Minh Chính khẳng định, đây là tình huống cấp bách, vì thế việc mua vaccine ngừa COVID-19 phải được xử lý theo quy định của pháp luật về các trường hợp đặc biệt, cấp bách và phải được thực hiện ngay.
Văn phòng Chính phủ vừa có văn bản 109/TB-VPCP thông báo kết luận của Thủ tướng Chính phủ Phạm Minh Chính tại cuộc họp Thường trực Chính phủ về việc mua vaccine phòng COVID-19 của Công ty Pfizer.
Theo báo cáo của Bộ Y tế, Công ty Pfizer không chấp nhận đàm phán về giá, các điều kiện hợp đồng và bên Việt Nam phải trả lời Công ty Pfizer chậm nhất trong ngày 18/5/2021.
Sau khi nghe ý kiến phát biểu của các Phó Thủ tướng Chính phủ và các đại biểu dự họp, Thủ tướng Phạm Minh Chính kết luận: Việc mua vaccine phòng COVID-19 là cần thiết, cấp bách theo đúng kết luận của Bộ Chính trị, Ban Bí và của Chính phủ. Bộ Y tế chịu trách nhiệm về lựa chọn loại vaccine phòng chống COVID-19; chịu trách nhiệm về nội dung báo cáo nêu trên tại cuộc họp Thường trực Chính phủ.
Trong điều kiện “chống dịch như chống giặc”, khan hiếm vaccine phòng chống COVID-19 trên toàn cầu, để sớm có vaccine và tiêm cho nhân dân, Thủ tướng Chính phủ yêu cầu Bộ Y tế và các Bộ, ngành nêu cao tinh thần trách nhiệm vì sức khỏe nhân dân, sức khỏe cộng đồng, lợi ích của quốc gia, dân tộc, cùng cộng đồng trách nhiệm, thống nhất thực hiện các giải pháp để có vaccine sớm nhất. Đây là tình huống cấp bách, vì thế việc mua vaccine phải được xử lý theo quy định của pháp luật về các trường hợp đặc biệt, cấp bách và phải được thực hiện ngay.
Thủ tướng Giao Văn phòng Chính phủ chủ trì, phối hợp với Bộ Y tế, Bộ Kế hoạch và Đầu tư, Bộ Tư pháp khẩn trương chuẩn bị phiếu xin ý kiến Thành viên Chính phủ và Dự thảo Nghị quyết của Chính phủ việc mua vaccine phòng COVID-19 của Công ty Pfizer, gửi xin ý kiến các Thành viên Chính phủ và xin lại ý kiến các Thành viên Chính phủ trước 9h sáng ngày 18/5/2021.
Căn cứ Nghị quyết của Chính phủ, giao Bộ Kế hoạch và Đầu tư có ý kiến thẩm định chính thức bằng văn bản về phương án mua vaccine phòng COVID-19 do Bộ Y tế đề xuất, đồng thời dự thảo Quyết định phê duyệt phương án lựa chọn nhà thầu theo quy định của Luật đấu thầu, báo cáo Thủ tướng Chính phủ.
