Vingroup muốn đầu tư 50.000 tỷ đồng làm nhà máy điện khí LNG Vũng Áng 3ọa
Phía Vingroup mong muốn UBND tỉnh Hà Tĩnh cho phép khảo sát, nghiên cứu, đầu tư dự án nhà máy điện LNG Vũng Áng 3 tại trung tâm điện lực Vũng Áng 3 thuộc thị xã Kỳ Anh. Vingroup cam kết sẽ đẩy nhanh công tác khảo sát, lập báo cáo và thiết kế nhà máy đảm bảo vận hành hiệu quả, sử dụng nhiên liệu LNG thân thiện với môi trường.
Theo đó, dự án nhà máy điện khí LNG Vũng Áng 3 sẽ bao gồm xây dựng hệ thống cảng tiếp nhận LNG, kho chứa và nhà máy điện khí LNG. Hệ thống cảng tiếp nhận LNG có công suất 1,5 triệu tấn/năm, gồm nhà máy điện tubin khí chu trình hỗn hợp với tổng công suất 1.600MW.
Diện tích dự kiến để xây dựng nhà máy điện khí LNG Vũng Áng 3 gồm 160 ha đất liền và 100 ha đất mặt nước. Tổng mức đầu tư khoảng 50.000 tỷ đồng (khoảng 2,2 tỷ USD), trong đó vốn chủ sở hữu 15.000 tỷ đồng chiếm 30% tổng vốn đầu tư, vốn từ nguồn huy động khác là 35.000 tỷ đồng.
Tiến độ vận hành nhà máy dự kiến 30 tháng kể từ ngày được bàn giao mặt bằng, thời gian hoạt động của dự án là 50 năm.
Theo tìm hiểu của VietnamFinance, trước Vingroup đã có 5 nhà đầu tư lớn bao gồm các doanh nghiệp trong nước và doanh nghiệp FDI đề xuất với tỉnh Hà Tĩnh được thực hiện khảo sát đầu tư dự án điện khí Vũng Áng 3.
Trong đó “ông lớn” thuộc khối doanh nghiệp trong nước là Công ty Cổ phần Tập đoàn T&T đề xuất với UBND tỉnh Hà Tĩnh cho phép đầu tư tổ hợp điện khí LNG Vũng Áng 3 theo hình thức đầu tư nhà máy điện độc lập (IPP). Tổng mức đầu tư cho tổ hợp điện khí LNG này dự kiến khoảng 3,55 tỷ USD.
Tháng 10/2019, đại diện lãnh đạo Công ty điện khí Siemens (CHLB Đức) cũng đã làm việc với UBND tỉnh Hà Tĩnh đề xuất được nghiên cứu, khảo sát đầu tư xây dựng dự án nhà máy nhiệt điện Vũng Áng 3 từ nguyên liệu than sang khí tại khu kinh tế Vũng Áng với tổng mức đầu tư 1,8 tỷ USD.
Ngoài ra, còn có thêm 3 nhà đầu khác cũng đang tìm kiếm cơ hội đầu tư dự án điện khí Vũng Áng 3 bao gồm: liên danh Công ty Cổ phần Tập đoàn Hoành Sơn và Công ty Cổ phần đầu tư và phát triển Đông Thịnh Phát, Công ty Cổ phần thương mại và tư vấn Tân Cơ, Tổng công ty Cổ phần thương mại xây dựng.
