Nguy cơ áp lực lạm phát lớn trong dài hạn
Tại phiên họp của Ủy ban Thường vụ Quốc hội ngày 15/6 về tình hình kinh tế – xã hội những tháng đầu năm, Chủ tịch Quốc hội Vương Đình Huệ đã điểm lại nhiều vấn đề nổi bật của tình hình những tháng đầu năm và những lưu ý, trọng tâm của những tháng còn lại của năm.

Chủ tịch Quốc hội nhấn mạnh, với bối cảnh đến năm của năm 2021, những nhận định, đánh giá của Văn kiện Đại hội 13 là hoàn toàn chính xác. Song, có hai vấn đề có diễn biến khác, sâu sắc hơn.
Thứ nhất là tình hình phòng, chống dịch Covid-19 trên thế giới trong năm 2021 có kịch bản khác biệt hoàn toàn so với năm 2020. Năm 2021, các nước phát triển có vaccine nên họ đã kiểm soát được tình hình. Tuy nhiên, ở nhiều nước châu Á, đặc biệt Đông Nam Á, tỷ lệ tiêm chủng còn thấp, nguồn cung vaccine khó khăn, nên rủi ro lỗi nhịp với nền kinh tế thế giới đã hiện hữu.
Thứ hai là rủi ro bong bóng tài sản trên toàn thế giới do hệ quả của chính sách tiền tệ siêu nới lỏng của Mỹ và các nước trên thế giới. Giá bất động sản trên thế giới, nhất là Canada, Mỹ, Hàn Quốc trong 4, 5 tháng đầu năm tăng 20 – 25%, có những thời điểm tăng lên 35%, giá dầu thô tăng cao, giá nguyên nhiên, vật liệu, nông sản cũng tăng và đặc biệt chứng khoán bùng nổ toàn thế giới, kể cả Việt Nam.
“Chỉ số chứng khoán ngày càng đi lệch so với nền kinh tế thực, không còn là hàn thử biểu của kinh tế. Vòng xoáy này sẽ gây áp lực lạm phát lớn trong dài hạn, ảnh hưởng rất mạnh đến kinh tế vĩ mô”, Chủ tịch Quốc hội Vương Đình Huệ phát biểu.
Trong bối cảnh tình hình như vậy, Chủ tịch Quốc hội đã chỉ ra những kết quả đạt được gần 6 tháng qua. Mặc dù trong thời điểm chuyển giao, kiện toàn nhân sự, song hệ thống bộ máy, các cơ quan vẫn hoạt động một cách rất liên tục, trách nhiệm, “các đồng chí mới được kiện toàn là lăn vào cuộc”.
Kết quả là, dù có những diễn biến phức tạp song cơ bản vẫn trong tầm kiểm soát, giúp duy trì ổn định đời sống, kinh tế – xã hội. Đặc biệt, các chuỗi cung ứng chưa bị ảnh hưởng nghiêm trọng dù dịch bùng phát ở các khu công nghiệp. Xuất nhập khẩu đạt tăng trưởng rất tốt, bất chấp những tác động của dịch bệnh Covid-19.
Giá cả cơ bản vẫn ổn định, dù một số nhóm mặt hàng thiết yếu có dấu hiệu tang giá. Giá bất động sản và vật liệu xây dựng có thời kỳ tăng rất đột biến, tuy nhiên chúng ta cơ bản kiểm soát được. Chủ tịch Quốc hội cũng đánh giá, mặc dù giá nhiều mặt hàng tăng song tình hình lạm phát năm nay sẽ kiểm soát được ở mức dưới 4% bởi sức cầu đang quá yếu.
Những điểm sáng nữa được Chủ tịch Quốc hội nêu rõ như đầu tư nước ngoài tiếp tục tích cực; tỷ giá và lãi suất thì vẫn trong xu hướng ổn định; thị trường chứng khoán tăng cao, một dấu hiệu cho thấy dòng vốn rất dồi dào; các vấn đề về kinh tế số, về công nghệ thông tin khởi động và có tăng trưởng rất tốt…
Nợ xấu ngân hàng có xu hướng tăng và áp lực tăng vốn điều lệ
Bên cạnh đó, Chủ tịch Quốc hội cũng chỉ ra những khó khăn, hạn chế cần được làm rõ. Đó là dịch bệnh còn diễn biến phức tạp, chiến lược vắc-xin gặp nhiều thách thức và cũng có rủi ro là có thể lỗi nhịp. “Nước nào có vaccine trước thì họ nhanh hơn ta, ta phải chạy đua thời gian thì mới khắc phục được rủi ro này”, Chủ tịch Quốc hội cho hay.
Khi dịch bệnh như vậy thì hệ quả là cầu trong nước rất yếu, nhất là với lĩnh vực dịch vụ, du lịch, hàng không… Sản xuất công nghiệp tăng trưởng chậm lại. Giải ngân vốn đầu tư công cũng có dấu hiệu chững lại, đặc biệt là ODA, chưa đến 10%.
Đối với lĩnh vực ngân hàng, Chủ tịch Quốc hội lưu ý việc nợ xấu ngân hàng có xu hướng tăng và áp lực tăng vốn điều lệ, đặc biệt là vấn đề nợ xấu của BOT và lãi dự thu của ngân hàng… Trong khi đó, hoạt động doanh nghiệp tiếp tục gặp nhiều khó khăn, cổ phần hóa, sắp xếp lại DNNN còn chậm. Hiệu quả của các giải pháp tài chính, tiền tệ để hỗ trợ doanh nghiệp, các đối tượng khó khăn còn hạn chế, chưa triển khai được.
Chủ tịch Quốc hội nêu ví dụ về chính sách hỗ trợ cho Vietnam Airlines chưa thực hiện được chút nào và yêu cầu cả ba bên, gồm Ngân hàng Nhà nước, Ngân hàng thương mại và Vietnam Airlines ngồi lại để giải quyết việc này.
Về định hướng thời gian tới, Chủ tịch Quốc hội nhấn mạnh phải bám sát, triển khai một cách toàn diện Nghị quyết Đại hội Đảng toàn quốc lần thứ XIII, đặc biệt là 3 đột phá chiến lược, những nhóm giải pháp.
Ngoài ra, phải xác định ổn định kinh tế vĩ mô vẫn là mục tiêu hàng đầu. Tận dụng tối đa chính sách tài khóa, tiền tệ để thúc đẩy cho phát triển, nhưng vẫn đảm bảo được ổn định kinh tế vĩ mô, “nền tảng vĩ mô mà chúng ta đã dày công nhiều năm qua mới đạt được” – Chủ tịch Quốc hội Vương Đình Huệ kết luận.
