Khu kinh tế (KKT) Vũng Áng nằm tại ở chân núi phía bắc dãy Hoành Sơn, thuộc địa bàn các phường Kỳ Phương, Kỳ Long, Kỳ Liên, Kỳ Thịnh, Kỳ Trinh và các xã Kỳ Nam, Kỳ Lợi, Kỳ Hà và Kỳ Ninh thuộc thị xã Kỳ Anh với diện tích 22.781 ha. Ranh giới phía bắc và đông giáp Biển Đông, phía nam giáp tỉnh Quảng Bình.
Được thành lập năm 2006 theo quyết định Thủ tướng Chính phủ, KKT Vũng Áng sở hữu những lợi thế về vị trí địa lý tự nhiên như gần cảng nước sâu Vũng Áng – Sơn Dương có thể tiếp nhận tàu có trọng tải từ 5 đến 25 vạn tấn, gần quốc lộ 1A, trên quốc lộ 12A nối với Lào và Thái Lan, nằm trên hành lang kinh tế Đông Tây rất thuận lợi cho phát triển.
Đây là một trong 9 KKT ven biển được Chính phủ lựa chọn để tập trung phát triển bằng nguồn ngân sách giai đoạn 2016 – 2020. Theo quy hoạch chung được phê duyệt, KKT Vũng Áng sẽ là trung tâm công nghiệp luyện thép, nhiệt điện, logistics và cảng biển nước sâu của khu vực miền Trung và cả nước.

Là KKT trọng điểm quốc gia, hạ tầng giao thông kết nối Vũng Áng với các khu vực xung quanh được chú trọng đầu tư, đã và đang hình thành các tuyến giao thông trục chính, tuyến đường dọc, ngang kết nối các công trình dự án quan trọng như cụm cảng nước sâu, nhà máy nhiệt điện, khu liên hợp thép với các hành lang đường bộ quốc gia ở phía tây như đường cao tốc, đường Hồ Chí Minh, nối Vũng Áng – quốc lộ 1A – quốc lộ 12A qua hai KKT Cửa khẩu quốc tế Cha Lo (Quảng Bình) và Cầu Treo (Hà Tĩnh), nối KKT Đông Nam (Nghệ An) và Hòn La (Quảng Bình) qua tuyến quốc lộ ven biển
Ngoài ra, trong KKT đang từng bước hình thành hệ thống đường liên đô thị, đường khu vực các khu đô thị quy hoạch.
Một trong những dự án giao thông lớn nhất phải kể đến là dự án đường ven biển Xuân Hội – Thạch Khê – Vũng Áng với tổng mức đầu tư 1.495,78 tỷ đồng, sử dụng vốn trái phiếu Chính phủ. Dự án này được UBND tỉnh Hà Tĩnh phê duyệt báo cáo nghiên cứu khả thi vào năm 2017, thời gian thực hiện trong giai đoạn 2016 – 2021.
Tuyến đường được phân kỳ đầu tư xây dựng theo ba đoạn thành phần, gồm: Đoạn Cẩm Lĩnh – Kỳ Xuân có chiều dài 12,24 km đã hoàn thành đưa vào khai thác sử dụng từ tháng 10/2018; đoạn Xuân Trường – Thạch Bằng với chiều dài 32,68 km, được triển khai từ tháng 5/2018, hiện đã thi công cơ bản hoàn thành; đoạn Kỳ Xuân – Kỳ Ninh có chiều dài 17,25 km, đã triển khai thi công đoạn Kỳ Xuân – Kỳ Phú dài 7,4 km từ tháng 1/2019, dự kiến hoàn thành trong quý II/2021; đoạn còn lại từ Kỳ Phú – Kỳ Ninh kết nối với KKT Vũng Áng có chiều dài 9,85 km, đã thực hiện xong công tác lựa chọn nhà thầu thầu xây lắp, dự kiến triển khai thi công trong tháng 11/2020, dự kiến hoàn thành trong năm 2021.
Tổng giá trị thực hiện toàn bộ dự án đến thời điểm hiện nay đạt trên 990 tỷ đồng, bao gồm cả chi phí giải phóng mặt bằng; giá trị giải ngân bao gồm cả tạm ứng đạt 888,018 tỷ đồng.
Mới đây, UBND tỉnh Hà Tĩnh cũng vừa đề nghị Bộ Giao thông Vận tải xem xét, báo cáo Thủ tướng Chính phủ ưu tiên đầu tư nâng cấp quốc lộ 1 đoạn qua thị xã Kỳ Anh và KKT Vũng Áng từ nguồn ngân sách trung ương bố trí cho Bộ GTVT trong kế hoạch trung hạn giai đoạn 2021 – 2025, với quy mô đường đô thị thứ yếu 4 làn xe, tổng mức đầu tư dự kiến 1.540 tỷ đồng…

Với lợi thế về vị trí và hạ tầng, KKT Vũng Áng là địa chỉ đỏ của nhiều dự án tỷ đô, điển hình là dự án Khu liên hợp gang thép và cảng Sơn Dương với tổng mức đầu tư gần 10 tỷ USD, Nhà máy Nhiệt điện Vũng Áng I gần 1,2 tỷ USD, dự án đầu tư xây dựng Nhà máy luyện thép của CTCP gang thép Hà Tĩnh với vốn 1 tỷ USD, dự án phát triển khu du lịch dịch vụ Hồ Tàu Voi 70 triệu USD, Cảng tổng hợp quốc tế Hoành Sơn 1.500 tỷ đồng…
Một dự án trọng điểm khác trong KKT Vũng Áng là dự án Nhà máy Nhiệt điện BOT Vũng Áng 2 (VAPCO) dự kiến sẽ được khởi công vào tháng 4 này. Dự án có tổng vốn đầu tư khoảng 2,187 tỷ USD với công suất 1.320 MW, gồm hai tổ máy; được xây dựng trên diện tích hơn 42 ha.
Mới đây, CTCP Vinhomes thuộc Tập đoàn Vingroup cũng vừa có văn bản đề xuất với tỉnh Hà Tĩnh cho khảo sát, nghiên cứu lập quy hoạch để đầu tư xây dựng nhà máy sản xuất ô tô và linh kiện kết hợp cảng biển rộng 2.000 ha tại KKT Vũng Áng.
Theo đề xuất, Vingroup sẽ khảo sát xây dựng Tổ hợp nhà máy sản xuất ô tô bao gồm nhà máy sản xuất ô tô VinFast, chuỗi nhà máy sản xuất linh kiện phụ trợ cho công nghiệp ô tô và thiết bị nghe nhìn công nghệ cao.
Bên cạnh đó, công ty dự kiến cũng sẽ kết hợp xây dựng cảng biển và khu logistics để phục vụ nhu cầu vận tải biển cho nhà máy, xây dựng khu du lịch khách sạn. Dự án có quy mô dự kiến 2.000 ha tại KKT Vũng Áng, thị xã Kỳ Anh, Hà Tĩnh. Trong đó, diện tích đất liền là 1.500 ha, diện tích mặt nước biển là 500 ha.

Với việc ưu tiên phát triển sản xuất các ngành công nghiệp hỗ trợ, tạo điều kiện triển khai giai đoạn 2 dự án Khu liên hợp gang thép và cảng Sơn Dương Formosa Hà Tĩnh; đưa vào vận hành Nhà máy Nhiệt điện Vũng Áng II; phát triển dịch vụ cảng biển và logistics, đưa cảng Vũng Áng, cảng Sơn Dương trở thành cảng vận chuyển quốc tế lớn của vùng Bắc Trung Bộ… KKT Vũng Áng tiếp tục là “bến đỗ” của các nhà đầu tư, đòn bẩy phát triển kinh tế Hà Tĩnh trong nhiều năm tới.
Theo ông Lê Trung Phước, Trưởng ban Quản lý KKT tỉnh Hà Tĩnh, tính tới cuối tháng 8/2020, KKT Vũng Áng đã có 141 dự án, trong đó, 84 dự án đầu tư trong nước với tổng mức đăng ký 48.472,9 tỷ đồng và 57 dự án đầu tư nước ngoài với tổng mức đăng ký 13.586,3 triệu USD. Các dự án đầu tư vào KKT Vũng Áng đã tạo việc làm, tăng năng suất lao động, cải thiện nhân lực cho Hà Tĩnh.
Riêng trong năm 2020, Ban Quản lý KKT tỉnh đã cấp phép cho 7 dự án trong nước với số vốn đăng ký gần 1.013 tỷ đồng; một dự án đầu tư nước ngoài với số vốn đăng ký hơn 1,5 triệu USD, trong đó, đa số các dự án đầu tư tại Vũng Áng. Tính đến nay, KKT Vũng Áng có 144 dự án đầu tư còn hiệu lực với tổng lao động là 18.573 người.
Việc thu hút các dự án đầu tư, đặc biệt là dự án đầu tư nước ngoài đã góp phần tăng trưởng, chuyển dịch cơ cấu kinh tế của tỉnh theo hướng tăng dần tỷ trọng công nghiệp – dịch vụ và cơ cấu lao động, nâng cao năng lực sản xuất công nghiệp.
Thu ngân sách tại KKT Vũng Áng cũng chiếm tỷ trọng lớn trong tổng thu ngân sách của địa phương. Theo Báo Hà Tĩnh, giai đoạn năm 2011 – 2019, tổng thu ngân sách tại KKT Vũng Áng đạt 42.000 tỷ đồng, chiếm 60% tổng thu ngân sách của toàn tỉnh.
Trong giai đoạn 2010 đến nay, tổng kim ngạch xuất nhập khẩu của KKT Vũng Áng đạt khoảng 23,5 triệu USD, chiếm 80% tổng kim ngạch xuất nhập khẩu toàn tỉnh.
Riêng trong năm 2014, KKT Vũng Áng đóng góp vào ngân sách 8.027 tỷ đồng, chiếm 63,8% tổng nộp ngân sách giai đoạn 2011-2014; năm 2015 KKT Vũng Áng nộp ngân sách 7.470 tỷ đồng, chiếm 62% tổng thu ngân sách của toàn tỉnh.
Tổng số vốn ngoài ngân sách nhà nước đầu tư vào KKT Vũng Áng từ năm 2010 đến nay đạt khoảng 317.960 tỷ đồng, chiếm trên 78% tổng vốn đầu tư toàn xã hội của cả tỉnh.
Ông Phước cũng cho biết, Đại hội Đảng bộ tỉnh Hà Tĩnh nhiệm kỳ 2020 – 2025 xác định một trong 3 đột phá chiến lược trong giai đoạn này là huy động tối đa và sử dụng nguồn lực xây dựng Vũng Áng trở thành KKT đa chức năng, trung tâm công nghiệp động lực và logistics.
Do đó, để hiện thực hóa nhiệm vụ này, trong thời gian tới, Ban Quản lý KKT tỉnh sẽ tăng cường thu hút các nhà đầu tư thứ cấp vào các dự án trọng điểm như: hạ tầng KCN Phú Vinh; KCN Việt – Đức Hà Tĩnh; bến cảng Vũng Áng (bến số 3, 4, 5, 6)…
Kể từ khi KKT Vũng Áng được thành lập và đi vào hoạt động, khu vực Nam Hà Tĩnh được ví như “con vịt xấu xí” bỗng thành “thiên nga”. Cả vùng đất Hoành Sơn cằn cỗi và vùng ven biển Kỳ Anh nghèo khó giờ “lột xác” bởi hàng trăm nhà máy và sự nhộn nhịp của một đô thị hiện đại trong tương lai gần.
