Sáng nay (30/9), Thủ tướng Chính phủ Nguyễn Xuân Phúc đã phát lệnh khởi công 3 dự án cao tốc Bắc – Nam phía Đông (2017 – 2020) tại tỉnh Thanh Hóa.
Cả 3 dự án Mai Sơn – QL45, Vĩnh Hảo – Phan Thiết, Phan Thiết – Dầu Giây đồng loạt được khởi công tại các tỉnh Thanh Hóa, Bình Thuận và Đồng Nai, nơi có tuyến đường đi qua.

Ảnh: Quang HiếuPhát biểu tại lễ khởi công dự án cao tốc Bắc – Nam đoạn Mai Sơn – QL 45 tại xã Hà Long, huyện Hà Trung (Thanh Hóa), Thủ tướng Chính phủ Nguyễn Xuân Phúc cho biết, ngày 30/9 là ngày có ý nghĩa của đất nước và ngành Giao thông Vận tải khi đồng loạt triển khai các dự án cao tốc Bắc – Nam phía Đông theo hình thức đầu tư công.
Ngay trong tháng 10 này, Bộ GTVT phối hợp với các cơ quan liên quan tiếp tục hoàn thiện hồ sơ để khởi công 5 dự án đầu tư theo hình thức đối tác công tư (PPP) của toàn dự án.
“Trong nhiệm kỳ này nếu hoàn thành các dự án sẽ có gần 2.000 km cao tốc, thông từ Lạng Sơn tới Mũi Cà Mau… Tôi yêu cầu Bộ KH&ĐT, Bộ Tài chính xử lý vấn đề vốn để chúng ta xây dựng mạng lưới cao tốc thành công.
Nghèo cũng phải làm giao thông, khá cũng phải làm giao thông, càng giàu càng phải làm giao thông. Không có giao thông khó có thể phát triển được hết”, Thủ tướng nhấn mạnh.
Theo Thủ tướng, dự án Mai Sơn – QL45 dài 45 km nhưng có ý nghĩa rất quan trọng với các tỉnh Ninh Bình, Thanh Hóa, Nghệ An.
Thủ tướng biểu dương nỗ lực của các Bộ, địa phương liên quan đến các dự án cao tốc Bắc – Nam đi qua, đặc biệt là Bộ GTVT trong việc chuẩn bị đẩy nhanh các thủ tục để sớm khởi công dự án.
Thủ tướng yêu cầu các nhà thầu phụ phải làm đúng trách nhiệm, không được làm ẩu, làm xấu, không được để lại tai tiếng, không được bán thầu cho nhà thầu phụ ăn chênh lệch; không được sử dụng vật liệu kém chất lượng cũng như không được làm sai các định mức kỹ thuật đã được phê duyệt…

Ảnh: Quang Hiếu“Nhà thầu nào làm xấu phải xử lý nghiêm, nêu cao vai trò của tư vấn phải “đúng vai, thuộc bài”, kiểm tra giám sát chặt chẽ công trình. Rút kinh nghiệm dự án cao tốc Đà Nẵng – Quảng Ngãi khi triển khai các dự án cao tốc Bắc – Nam.
Bên cạnh đó, Thủ tướng cũng đề nghị các địa phương phải tận dụng cơ hội phát triển từ các tuyến cao tốc, kết nối với các khu kinh tế, công nghiệp, tạo điều kiện thuận lợi cho đời sống nhân dân.
Phát biểu tại lễ khởi công, Thứ trưởng GTVT Lê Đình Thọ cho biết, 3 đoạn cao tốc Bắc – Nam được khởi công ngày hôm nay được chuyển hình thức đầu tư từ BOT sang đầu tư công sẽ có tác dụng kích thích nền kinh tế trong bối cảnh ảnh hưởng bởi dịch Covid-19. Các dự án được Chính phủ giao Bộ GTVT thực hiện thẩm quyền của người quyết định đầu tư.
Dự kiến, 3 dự án khởi công hôm nay sẽ hoàn thành vào cuối năm 2022, cùng với các dự án thành phần khác từng bước hình thành nên tuyến cao tốc trên tuyến Bắc Nam phía Đông hiện đại, có năng lực lớn, an toàn, tốc độ cao, đáp ứng nhu cầu vận tải; kết nối các trung tâm kinh tế, chính trị đặc biệt là 3 vùng kinh tế trọng điểm, các khu kinh tế, khu công nghiệp trọng yếu; từng bước hoàn thiện kết cấu hạ tầng giao thông đồng bộ.
Các dự án hoàn thành cũng góp phần quan trọng giảm thiểu ùn tắc và tai nạn giao thông, kết nối và phát huy hiệu quả các đoạn đường bộ đã và đang đầu tư; tạo điều kiện phát triển kinh tế – xã hội cho các địa phương có dự án đi qua; phù hợp với định hướng và quy hoạch phát triển GTVT.
Việc triển khai khởi công 3 dự án thành phần trên thể hiện tinh thần trách nhiệm, quyết tâm cao của Bộ GTVT nhằm thực hiện chủ trương của Chính phủ, Thủ tướng Chính phủ về thực hiện các nhiệm vụ, giải pháp tiếp tục tháo gỡ khó khăn cho sản xuất, kinh doanh, thúc đẩy giải ngân vốn đầu tư công, nâng cao an sinh xã hội, tạo việc làm, thực hiện hiệu quả mục tiêu kép “Vừa chống dịch, vừa phát triển kinh tế trong bối cảnh đại dịch Covid-19.
